SABER–Tertiary is an interactive benchmarking tool that combines data on tertiary education with interactive analysis to help users make evidence-based decisions on how to invest in the system and what policy changes are required to improve the performance of one's tertiary education system.

This benchmarking tool is built around a fundamental distinction between the results of tertiary education systems ("system performance") and the drivers of performance that account for these results ("system health"), with the purpose of addressing the following two questions:

There are four types of analysis this site provides:

Specialized set of indicators on tertiary education to help you quantify the performance and health of your system.

Interactive line graphs allowing you to compare and contrast your performance with other countries and over time.

Visual map of performance to gauge regional trends and identify best performers on specific indicators.

Growth rate function to evaluate your rate of progress in specific areas of tertiary education.
